If forehead hit straightly on the cement, do that person have to see doctor?

Couple days ago, I saw a kid got hit on his forehead on the cement. How he fall is like how I saw luckily he was able to kneel, and then got his two hand also. But he still got hit on his forehead, and it seems really bad.
